Boundary cases
Comment- Religious law such as canon law or sharia within a state system can be both. The normative-religious system is treated as religious, and its state-enforced codification as legal.
Uncertainty
Comment- Including non-theistic affiliation structures makes the inclusion criterion hard to bound. If shared practice around ultimate concerns is sufficient, it is not clear what excludes a sports team or a political movement.
